o Change the user name of the administrative account. This has full control to the files and system settings and becomes a target to hackers. Renaming the account strengthens security measures and protects your system.

If you are new to computers let me offer you some advice in general... you are posting your question on a public web board where most of the responders are as new to computing as yourself... regardless of how many posts they have made. They are most likely no more a professional technician than yourself.
I am a security professional with over 17 years in the IT world and I still would tell you to not take my word for it... 
I strongly caution you not to listen to people who tell you to download anything.. especially freeware or shareware. It is the quickest way for you to mess up your computer either with conflicts or malware (ie, viruses).
Now to your question. First, why is it that you are wanting to delete cookies? It is not necessary for you to do so and cookies are not necessarily a bad thing. In fact, they are absolutely necessary to do online banking and other things. If your computer's browser (ie, Internet Explorer) is setup correctly then you should be allowing the good cookies and not allowing possibly bad cookies.
The most important thing you need to have on your computer and that will also help you to not pick up malicious cookies... would be to have a proper security SUITE installed from a RELIABLE vendor (like McAfee or Norton).. and by "suite" I mean antivirus, firewall, antispyware, etc... the whole shabang... to ensure you are protected against all types of malware. It is also absolutely essential to ensure the suite is properly configured and kept vigilantly up to date.
This coupled with safe browsing habits and common sense will keep you and your computer quite happy and safe.
I would also suggest you keep your computer's operating system (windows) up to date with the latest security patches by using windows update and leaving it enabled to automatically download and install updates.
You might want to invest a few bucks in a reliable and qualified technician to setup your system and to show you how to work your security suite. Knowing how to respond to an alert will go miles.
