The design engineer asks why I have to have the system go to sleep as it would in the real world- but I dont see how else to do it. Any takers?

I agree the 20uA is nothing to worry about.
It seems I will either need to cycle them continuously or have the guy write code that will make the units go to sleep and then wake up for the period the software will be set to.
For all practical purposes, you can neglect the 20uA standby current. I don't see why you couldn't just cycle it on and off as fast as it can cycle, but in the event of the receiver finding a signal, does it remain on, and does it draw the on current for the period it is on?
You would probably find the rapid on/ off cycling would actually shorten the useable life span of a set of cells a bit, but that's probably a good thing.
