First, when an officer keys his mic, the sound often heard can be a code which makes a sound to open a repeater or to open a private line function.
A repeater amplifies in a way - a radio signal to increase its strength or distance. A private line is for busy channels - where multiple agencies within close proximity share a channel - it blocks the others from your radio so you don't hear them but you can hear everyone else's radio in your agency.
Older radios used a VRM - this device sends text date - over the radio airways via a radio frequency - and when the VRM keyed up - it would make a noise over the radio.
