I want a multi effects or a guitar work station for a price between $250-$450 something like the digitech gnx3 or gnx4 or like a boss. With many effects (a lot). WHAMMY, WAH , ETC. If available with a recorder or and tuner.

I've had a GNX-4 for a couple of years now. Absolutely love it. Along with a great group of effects and amp simulations, it's got a built-in 8 track recorder, a bunch of drum patterns, and a USB interface that let's you record to your PC as well (software included). And yes, it has a tuner as well.
At first glance, it seems to meet all of your requirements and hit your price point.
I've started using mine a lot for acoustic shows...I've got a dozen or so patches written for my Ovation guitars that really sound good. Plus, with the ability to playback MP3 files I can play against backing tracks too!
Oh yeah, the thing is built like a tank.
